They may not even have an actual base but play out of hidden stashes and only craft benches when they need something. I play similarly sometimes. You can give your chests full timers then delete the foundations. Kill npc’s at tge mounds and xalthars refuge for kits, the three chests right inside warmakers spawn perfected padding, dp and other good mats. A few gold coins for alchemists at buccaneer bay and you are in business. With golem heads you can be 60 in no time and then ready to raid in a day or two. Pop a couple of bases for a good body vault then move on to the next server
How to find a problematic player.
Step one. Get various t1 archers. One type per obelisk.
Step 2. Make a crow’s nest near each ob and put one archer in each. Do not level and do not make it hard for them to die. The key is to ensure NPC’s can’t kill them but players can.
Step 3. Monitor you event log and replace dead ones with same type of archer. You will start seeing patterns of their deaths and get an idea of where folks are in terms of general areas. Especially if you are on when they are on and log off.
Most players get pissy when you put these up and immediately start killing without thinking of the ramifications of their actions. The only detriment to you is that this could be seen as something to report so if you can place archers on spots that can protect them from NPC’s naturally, do that instead.

Hold out a pillar while running and scouting. Wherever you can’t build because the area is owned by others, if the base isn’t showing, look around that area deeper. You’ll find them.

Or anyone who doesnt want their base getting raided.
That would only help find the area someone travels through that doesn’t care about being found. When you’re rat holing as a solo and wreaking havoc on a server you wouldn’t even give those thralls a second look.
