In the dev stream they said you need to be able to craft an item to be able to re-skin it. What about the legendary weapons?
I understood it to mean that you have to be able to craft the skin, not the skinned weapon.

It would be good indeed if we can use them as skins since they have become obsolete.

So they didn’t buff them in 3.0?
Armor is tied to sorcery i believe. You can use illusion to transmog it.
Only details not known is whatblevel of sorcery and can you transmog heavy armo to look like light and what attributes does the armor actually get.
