UI adjustment not working

Region: US
UI is much much too wide and the whole character creation had a good half inch missing from the left side. Got into setttings after game started and tried to adjust. It did not get any narrower, or not narrow enough to display the whole left side. The UI adjuster did work for the vertical.

A white bar with white writing (awesome) that says shelter I think? Has appeared under my health bar but the left side is cut off
