Noticed the following report and checked mine to re-confirm that it is also missing:
I did try to uninstall, restart steam and install again to no avail. I am also not able to spawn it from the admin panel.

The rhino does not appear in the feats or the crafting menu. It is installed under the DLCs:

I have the same problem. I buyed the complete edition 3 month ago but the Pre order dlc is not in my list. If u like i can send u a pic that show that i buy the game a 8.3.2021
I’ve noticed that I don’t have a war-torn rhino only on online characters, the singleplayer ones have this feat. Regardless of whether I created them a few weeks or years ago.
Note: I didn’t check out completely new characters.
I can ditto, have the early access DLC on no-mod online server, no wartorn skin for anyone on the server.
Does the server owner need it?
Not the issue because I am the server owner and I still don’t have it but I used to have it, it disappeared after one of the recent patches
