When T3 Thrall is captured and Tamed no other Thrall re-spawns to take place

Over the course of several hours I would kill a certain Thrall in hopes that it will re-spawn as a T3 Thrall. When it finally does I capture it and tame it.
Once the Thrall is captured as a T3 it is not replaced by another new spawned Thrall until after a server restart.

Repro steps:
1.Locate T3 Thrall
2.Knock out T3 Thrall
3. Place T3 Thrall in Wheel of Pain (4 slot)
4. New Thrall does not spawn to take place of captured Thrall until after Restart of Server

This happens with any lvl thrall even named
