The best bandages in terms of HP healed are actually the Numbing Wraps (155 HP & 228 HP with Receptive Perk). This is compared to 133 HP (190 HP with Receptive) with Infused & Stutter Wraps.
However the numbing wraps are slightly slower at healing.
I would save your scales for the when you find deep sea fisher… Use numbing instead
