Why the developer group is SO SLOW TO BAN the cheater

I have reported it what happened in 1340 server(PVE) yesterday(#123297),
but now the Chinese cheaters is still alive and has been threatening all of Japanese players. The Guy has used the arena champions to killed the Japanese player’s slaves all he knows!!!
1340 server is the PVE NOT THE PVP or PVE-C!!!
How can you do that!!!
Please ban the cheater and all accounts he owns as soon as possible!!!

Because developers have basically nothing to do with banning cheaters… Its down to the support.
