What happened to living settlement on XBOX???

As it states in the Xbox Patchnotes -
It doesn’t say anything about living settlements. Will it be active after the patch or no, and if it will be, when ?
This makes me mad. I spent and keep spending a lot of $$$ in this game.
It’s not in the patch notes Dan posted (that I could see), but it was mentioned on X that Living Settlements will remain disabled temporarily on Xbox release but will be re-enabled shortly afterwards.

Yes . Thanks I saw that as well. Just wondering what shortly afterwards means. 
Hours, days, months… It’s so vague.
Living Settlements should be turned back on for Xbox servers after tonight’s scheduled server restarts.

@AndyB are the server counts on Xbox going to be fixed? This is the most infuriating part of playing on console
We’re aware of the issue and, for what it’s worth, it does not exclusively affect Xbox. That said, we’re still looking into a solution.

This makes me happy again. 
Hopefully my thralls won’t continue to disappear after this update and they can roam free again!
