Head to Room 7 in the hotel, so you need a Septimus key. There’s a mobile phone on the night stand.

I think this is where I got it.

There is a bunch of quests in there and more seemed to open up as I defeated people and an NPC brawler. Also, behind the Soulmate machine is the circuit.
