Are neutral NPCs supposed to turn hostile after a fight with another NPC?

I’m loving your game. But I don’t know if this is a bug, or is intentional. So I didn’t post this in Bug Reports.

When you go into the wild, NPCs will attack you on sight. Fair enough.

However, if you go into that small city where Conan is standing in that pub, the NPCs are mostly neutral to the player (except for a few thugs hiding in corners). And if one of those NPCs leaves the city, the NPC will stay neutral to the player. But if that NPC then gets into a fight with another NPC like a rhino or a scorpion, the NPC will stay in “hostile mode” and then attack the player even though I’m minding my own business building my base or gathering resources. It’s like there’s a program switch that says hostile = true; when they are attacked, but the devs forgot to code hostile = false; when the attack is over. Is this a bug? Or is this the way the devs intended NPCs to behave?

BTW, I’m in single-player PVE mode on my own machine, running on Steam and Windows 7.

They should roll with it and add a rolled up newspaper that calms 'em back down after a few smacks.

They do this all the time, they will even go after you if you are attacked by the bandits. Strangely thought they don’t care if you knock out the dancers behind conan
