Curious if anyone can confirm the past events being active on Siptah?

They should be. But events either are very rare in general, or they are bugged in some way, or they have some requirement for spawning not understood yet.
Because its very very difficult for someone from the company who knows whats happening to explain us.
We need to guess 100 different reasons and still not knowing for sure.

Funcom can enable or disable the encounters at will. The last official word on them was that encounters were enabled, but since people were still reporting crashes related to them, I assumed Funcom had turned them off again. However, I have just heard from someone who go an encounter on Siptah, so either that was an incorrect assumption, or they did turn them off and now turned them back on again.
It seems that at this moment, encounters are enabled, but Funcom can flip the switch whenever they feel like it.
