Armor pen and bows

Jsut following up on great work by @Narelle .
Has this been checked to be a bug, or is it meant to be that AP has no effect no bows and the arrows? Also, @Narelle, do you remember what kind of ARmor the thrall had. Based on the dmg, it looks like a 36-47% reduction.
