[BUG] Benches, chests, etc don't refresh decay after building upgrade

Server Name: private Nitrado server

Bug Description:

Placables like workbenches, chests, etc. don’t refresh their decay timer after upgrading the foundation/wall, they are originally placed on. I used Flotsam foundations and walls and upgraded them to insulated wood.

Bug Reproduction:

#1 Build T1 foundation and place workbench or chest on it. #2 Use repair hammer to check for decay refresh. #3 upgrade the foundation to T2. #4 Use repair hammer to check for decay refresh on foundation and workbench/chest.

In order for our team to properly assess the issue, could you please let us know if you are playing with Mods in the private server where the problem is occuring ?

No mods on the private server where i encounter this bug.
