Pets and thralls in water or submerged can’t be accessed or moved.
Also you can’t demolish stuff that is submerged unless you are submerged yourself, seems to be a issue with the camera.
Same issue seems to occur with loot-bags.
Place Pet in water, crocodile etc.
Try to access the pets menu.

Doesn’t work, the camera of the character has to be underwater.
This issue is problematic where you have building pieces in shallow waters and cant dive. So it’s hard and sometimes impossible to demolish building parts.

If you have the water level between you (cam) and the object, you can’t interact with it, like if a wall was between. This may result in issue in shallow water where you’re unable to go yourself under water and reach so the object.
If you can go yourself under water you should be able to destroy building parts. Pets and thralls may be an other issue. We can’t draw weapons while floating or swimming in water, and not fight. So hitting a pet, animal or npc in water isn’t possible.
