Burning Siege Cauldron doesn't work

Bug Description:

The burning siege cauldron seems to do no damage when used by an NPC. It “fires”, but doesn’t create a tar zone and deals no damage. When trying to remove the NPC, the game crashed.

Bug Reproduction:

Place burning siege cauldron. Put an NPC on it. Have an enemy approach the target zone. Watch the enemy not burn!

Yes, it works fine if you activate it yourself.
