Has anyone tested to see if falling starmetal meteors and golems summoned by the Purge can damage structures owned by non-clan members on PVE servers?

I believe they can in theory, but won’t (or at least be extremely difficult) in practice. The area of effect of the meteors is concentrated around your coffer in a range too short to reach a base outside your landclaim and the golems only make a beeline for their target base and ignore all attempts to kite them somewhere else.
