I am hoping this has a trivial answer and I will laugh for not knowing it already, but it was pretty frustrating to get the materials to repair the WoP and not bein able to do it.
I filled my pockets with the suggested materials, grabbed my Repair Hammer, but still I was not able to repair the Purge-surviving Wheel of Pain.
How can it be repaired?
I could be wrong but dont you need to use a higher tier repair hammer for that wheel?

Nope, looked for the Steel Repair Hammer and couldn’t repair it

I’ve never tried to repair a wheel while it was in use. Try again when those thralls are done being “trained.” Any repair hammer should work.
True, their difference is their durability only. In pve servers I never repair, unless I want to change decor, mostly I let the time do it alone . It’s true about the wheel, any interaction can be done while it’s not working.
The greatest mistake I did on wheels was to try to remove the taskmaster at the time it was taming, somehow I reset the taming to zero and I was 
. You can put a taskmaster, while it doesn’t have, you can change to higher tier, don’t try anything else… it hurts

I ended up destroying it. I tried today after the thralls were done and nothing.
I don’t know what happened.
I had a similar issue.
In the end i could never ever repair this wheel.
if someone encounters this issue as well, better destroy and replace or simply not care about it at all.
Repairing wheels doesnt work since ages.
