Issue has been persisting for me for two days solid at this point, I think I can happily help confirm bumpers issue.

As a possible workaround, I suggest you to use the Steam option to ‘‘change accounts’’ in order for the system to force Steam to disconnect your account, and then please try to play online again.

I have:
Port forwarded Conan Exiles
Created an exception in Windows Defender and my antivirus.
Verified game integrity.
Full uninstall and clean re-install three times already.(Only solution that had worked Until I logout of the game)
restarted my PC, Logged out of my steam account.
Switched computers and tried logging in via that PC and under a different account (Only worked until Logout, then had to reinstall game in order to connect to live services)
Switched Datacenters via steam, Even VPN’d to a different country and Live Services still remains unable to connect.
it is still happening…
Actually, I can play on my kid’s computer on my steam account, but still can’t play on my computer.
Same house, router, etc.
