Can't craft an Exceptional Hardened Steel Spear

Something must be missing, but checking does not reveal it.

I have a Lemurian T3 blacksmith that can craft the Hardened Steel Spear, but not exceptional. It does not show up in the craftable list, even greyed out.

It’s unlocked in Feats.

I am using an Improved crafting station, but it’s the same on a regular Blacksmith’s Bench.

What am I missing?
