No matter what truncheon we use in our game no stamina bar ever shows up for us to knock out Thralls.
Steps on how to reproduce issue:
1.Hit npc with truncheon

I had the same issue last night at about 9pm E.S.T. , I reloaded the game and it seemed to still do the same. I was in the Sinners Cave I believe trying to knock out thralls with a steel truncheon. No luck. First time its ever done that. Im on a PS4 PvE server.
