Can't learn Specialist Cooking IX at Liam's Watch

Bug Description:

You go to Liam’s Watch, interact with the book, and the message says you’ve learned ‘Specialist Cooking IX’ it doesn’t show up in the feats list (search), nor the recipes for it at the stove. This is a new play through. So far all the other specialist recipes work - haven’t obtained the ones from the mounds yet but have all others so far. I did interact with the book several times, and it keeps saying I’ve learned IX but I don’t.
