Can't play single player when steam is offline

Steam goes offline every Tuesday for routine maintenance, Steam client shows OFFLINE. When I try to run single player in Conan it says “Problem creation session” and “create session failed”.

I’d expect this if I were playing online, but not in single player mode.

Steps on how to reproduce issue:

  1. Try to launch single player with steam offline for maintenance
