Inside a traincart I can’t throw a grenade, not even to the square in front of me. Maybe the range should be drastically restricted but it should still be possible.

Are you able to throw a grenade anywhere else besides right next to you inside the train car?
I have had similar problems in that area, the train cars are pretty finnicky, as far as throwing grenades goes. Might need some fixing.
