But I found a solution 
so I want to share it. When someone deletes all learned items by cheating. Go to the unnamed city and eat “fragment power”. They will give you 10 points and then again and again. Open the crafting stations. and knowge resets pot. consume. He will give you the points back and you will unlock everything from the beginning.
This is the solution. I did it and it worked I’m happy.
It was my 2nd try. I made “yellow lotus pot” the first time and it gave +10 stamina.

that right cheater can do that and you can do nothing
“Potion of Natural Learning” If you use this pot, your points will come back and you will open everything from the beginning. and you need to know to produce it. But you need feat points to know. To learn, you must consume “fragment of power”.

How about things you don’t learn from your feat points, like dragonbone, or silent legion, or even worst sorcery. Are you able to get them back?

There’s a specific bug, especially in my console, Playstation, that makes you loose this knowledge. If you loose it, there’s no way to retrieve it for this character. This bug is 99,99% offline, on single player, it’s extremely rare to happen online. So i wonder if this attack from the particular “cheater” does similar dmg. In this case, manipulating a bug, makes it bug no more…
It can be mechanism or even worse virus.
Can you check it please?
I do not think that it infected the PC like a virus because this happened on one server but not on the other servers. If a virus infected my PC, it would happen to all my servers.
Tomorrow I will try to learn magic again. Let’s see if I can learn from scratch.

it happen so many offical server . when recipe delete you need to learn again and again
I tried, the witchcraft doesn’t come back. 
I think this is a permanent effect unless there is a gap. I hope future patches will fix it.

Don’t get me wrong, i ain’t rant here, neither i wished to be correct. I really wish you didn’t have to go through all these sh.t. But they exist and they need fixing ASAP.
The only truth in this issue is one, recreate character.
Getting 60 is easy.
Getting recipes is easy too.
I wish Zendesk could give lost recipes that needs grinding too, like bestial regalia for example, only to people that suffered this problem.
Because the rest are both easy and fun actually.
