Afaik the chi generation is tied to ability uses and not to the number of targets hit. Except on weird cases like the Razor’s Edge effect where it is randomly generated based on crits (i guess it is also limited to one proc per second).

Maybe I don’t understand what it’s for but “Purifying Weapon Empowerment Catalyst” isn’t gonna have any effect on my item leveling… it just saves me ~4000 anima shards, of which I have >5 million anyway and don’t spend them on anything except item leveling in the first place.
