Do thrall cages work on Siptah?

Not a single thrall cage I have found in my last few days of searching for them, has been occupied. Someone mentioned they thought thrall cages didn’t work on Siptah. Any confirmation of this, or is my RNG just lagging behind lately?

This one has encountered cages with people to rescue who then became functional followers.
While the issue seems resolved, the spawn rate may be low or RNGesus may just be cruel.

Single Player, Private and Public servers, this one has a toon on one each.
