I may be wrong, but I would consider Essence Grenades to fall under the category of healing skills, and thus expect them to be unable to glance at 51+% healing allocation. The healing appears to take place regardless, but the grenades do not apply debilitated when they glance.
The tooltip does not mention that it cannot glance at 51%+ allocation. According to that, it’s working as intended.
Yeah, like I said, it may not be considered one of “assault rifle’s healing abilities” even though it is an assault rifle ability whose main purpose is to heal. I’m just going off the wording of the original patch notes.
“To keep Assault Rifle’s gearing expectations in line with other healers, while at 51% or higher Healing Anima Allocation Assault Rifle’s healing abilities cannot glance and will not trigger dungeon reflect shields.”
Considering that the heal happens despite the glance, this may be intended. Perhaps the more notable implication is that a healer could kill themselves on a reflect shield with this skill that a reasonable person could expect them to be healing with.

The logic behind preventing healing abilities from glancing is to ensure that a heal would never fail to go off because it glanced due to gearing as a pure healer and then swapping to Rifle. For example, if you glanced with Unveil Essence, you wouldn’t generate any healing and the cast would have been wasted.
Essence Grenades does not have this problem, which makes the damage portion glancing an acceptable result. However, as you brought up, it still poses a potential problem where it cannot be effectively used while a dungeon reflect shield is up. We’ll get that addressed.
