I am not sure if this is a Bug, but all Flawless and Exceptional Weapons, Armors etc. are craftable without knowing the base Feat. For example you can Craft the Flawless Star Metal Sword, without the Star Metal Sword Feat learned. Same goes for all other Items, though they are greyed out. It still says you need to have learned the said feat to craft the item, but is craftable as long as you have the required materials.
Please provide a step-by-step process of how the bug can be reproduced. The more details you provide us with the easier it will be for us to find and fix the bug:
1.Put a T2 or better Thrall in a Workbench (whatever lets you craft Exceptional or better stuff)
2.Select an Item that is shown grey
3.Put the required Materials in the Workbench
4.Craft the Item anyway, though it says you can’t
