I had crafted several stacks of explosive arrows only to find that when I try to fire them nothing happens and they do not deplete in my inventory. I have tried assigning them to different bows, removing my bracelet, restarting, and still cannot use explosive arrows. Has anyone who has experienced this figured out a way to fix it?
Yes, I find also that my healing and poison arrows also are not working. Did the same tried on a brand new bow, nothing.

I have experienced a similar issue for some time.
I have found two work arounds, you may wish to try for the short term.
Firstly, there are two ways to load arrows to a bow. One method involves loading arrow types into a quick slot, and the bow into another slot. This method used to allow to quickly swap between arrow types, for example switching between Razor Arrows, and Poison Arrows quickly, first select the arrow, then select the bow from the quick menu. This mode of loading arrows is the version that no longer works for my PS4.
The second way to load arrows to bows, is to drag or load an arrow directly onto a bow. This method works for me since the arrow error you are talking about first occurred for me following the implementation of Conan Sorcery 3.0, and its subsequent patches.
If this method does not work for you the second work around, less than ideal is to carry Demon-Fire Orbs to blow up Star Metal. Not ideal, but it allows you to continue to mine star metal.

Had/have this happen to me on both PS4 and PS5, but someone pointed out another method to work around. Equip your bow normally (on quick slot), then if arrows won’t work on a different quick slot, return them to your inventory, go into your inventory, and just hit your Use button on them. Should hear the chime to let you now they’re equipped, and from there you can fire the arrows normally.
Maybe use the Custom sort, and arrange all your arrow types on the top row so you can change arrow types “quicker”.
