The UE4-ConanSandbox Game crashed and will close Fatal error: [File: C:\B\tech_ exiles\code\UE4Source\ConanSandbox\ConanSandbox.cpp] [Line: 510] Mounted paks num(201) not equal to expected paks num(199) and (0) | optional packs not available. Please verify your installation

Why don’t you try verifying the game files like it suggested?

Go to your game library, right click on Conan Exiles and select properties:

Then select Local Files on the left side and “Verify Integrity of Game Files…”

I already did these steps and I already reinstalled the game and also updated my video card driver, uninstalled all the mods and deleted the mods folder too, still this problem continues

Could try deleting some of your .pak files…
Typically the fix recommended for that error used to be to go to your ConanSandbox\Content\Paks\ folder, sort them by date in an ascending order and delete a couple of paks from the oldest ones, then do a verify integrity afterwards.
