I recently got a Lenovo laptop on Christmas, which came as a total surprise. I played a bit of my PS4 before I played this because I felt the itch to play those games again. When I got bored, I finally got this game onto my laptop, got some mods, and it has been an extraordinary experience so far. Some things will take some getting used to still.
One thing I really love is the water effects. Something I never really got on Xbox. But the issue at hand is when you’re inside a building, or under complete shelter from the rain, and rain drops can be seen impacting everything around you, though you see no rain coming down from the ceiling.
I believe it’s an issue within the game itself, and not the mods. Thought I’d point this out.

There is one mod, Strays Stay Dry, that I can’t play without 
Try it! Better no wet surfaces at all than wet bed IMHO
