Has anyone else noticed large areas of the ocean around the island is no build? Could this be because we will eventually get boats, tied to a sort of boundary around the islands in those areas for traveling in and out of beach area?

I would love boats, but they said definitely no sailing, however maybe it is because of dungeon locations or perhaps reserved room for additional land(small islands) 
the dungeons are under the ground over there.
I am talking about right around the island. Not way out there. I am on the flame of the north, and i canonly build 4 foudations out from land mass. As well, around the beaches there is a limit in some areas how far out before non buildier. like 6 or 7 foundations from land.
