Why are gord and the other guy at pirates bay now spawning randomly? Why are you always changing stuff like that? -.-

This is not an issue as that area was reworked as part of the capital revamp.
Wait, what? The capital revamp was not with latest patch and before that, that guy was 100% there (same with Dunkas).
Wiki also lists them as 100%:
And the next thing is, that someone complained at reddit that it looks like the recipe cannot be learned anymore:

Can you or someone in the team check again, that Gord and Dunkans have 100% chance (or not) and if you can learn the priate cusine (if you didnt had it before the patch)?
Please be aware that the wiki information is by no means accurate at all times.
On the other hand, although the area was tweaked on the capital revamp update, these NPCs should always spawn after being defeated, apologies for the previous unclear reply.
@Bonney could you confirm if you’re playing online or in singleplayer?
I know the wiki is not always correct and I even looked at the wiki history… Only in the latest edit the % were added.
Funny thing tough: I was yesterday in Flotsam for the Scourgestone piece and Undina and thought, why not run to check if Razor and Dunkas are there.
And big surprise: Razor was there, but Dunkas wasnt (instead it was Gall o’ the Spear-din - who had no Scourgestone).
And if they should always spawn, it looks like they are bugged.
Tested at official PvE server @ PS4.

I also can confirm that sometimes Gall o’ the Spear-din spawns, who has no Scourgeston.
