How do I get Devil's Bonemeal?

I was looking through the Wheel of Pain in CE Wiki and saw this item in fuel. The best burning fuel. I checked the wiki info for this item and I was surprised at how good it is.

200 Hunger Sated
100 Thirst Quenched
And a substantial amount of HP recovered

I found this in the admin panel on console as well. Is this in the game itself? And how can I get it?
