How to you use Totemic Fodder?

I put it in the pet’s inventory - nothing happens
I put it in the pen when they are growing - nothing happens
I try to drag it on top of them in while they are in my inventory - nothing happens
I put it in the feeder - nothing happens

Can anyone tell me how you are supposed to use the Totemic Fodder to get the DLC skins on the pets?

You have to CRAFT the animal with the fodder BEFORE deploying it.
In the feat description you see that you get the Totemic Fodder for the Firebowl Cauldron, and several animals for your hand crafting.
Just have the animal of choice in your inventory, one totemic fodder, craft the modified animal.
