Population of what? Server populations? Because if that’s the case then there are plenty private options and no reason to change anything on official. Folks can turn to privates if they want an abbreviated game experience.
They should remove the limit entirely. Let everyone have a few hundred thralls.

The game ran exactly the same before the limit as it does with the limit.
So yeah, that’d be fine by me.
Cause the major part already left the game.
