I’m not sure of what you are talking about but… here we go
There are no player classes and players races are only cosmetic (and thus available from start).
PnJ (thralls) have classes and races and all of them are also available from start.
And if you’re talking about the cultural themed items and buildings, some of them are in the core game and some are available as purchasable DLC, but anyway that’s more a matter of appearance than a matter of gameplay performance.

And you need not pay any content, once you bought the game, all is here, nothing to pay more.
DLC’s are just cosmetic adds to allow some variety while build base, and for some armours and weapons.
