You are not able to place a fence foundation on top of another fence foundation, like if someone wanted to make a vertical wall with them. Is this an intended change?

Which ones you using I reported a bug with t2 wood insulation fence 1.5 years ago maybe that they would not stack on Xbox single players but all other including dlc could be mixed or match and that wood fence would not snap at all to each other vertical wise

I think there are different bugs depending which tier you’re using. T1, T2, or T3. And there may even be a different bugged behavior yet, when mixed.
Could be. I have not looked into it that deeply. Your research seems to cover it though.
