I’m assuming that you didn’t ask the player him-/herself or maybe he/she just didn’t answer your question. To resolve the matter:
It is most likely not a bug but rather a long-established player who was affected by an older bug in which the regular number of attribute points was not given. This was partially corrected by giving the affected players an additional character level to compensate for the missing number of points.
@Beharion I appreciate your answer that explains a player on m private ps5 server he is a long time player. Some where along the line I encountered the problem and started over. @TheMind that was a great question thanks.
Yes, under certain circumstances it happens either at 59 or 61. The cause has been elusive however, is normally not the fault of the player.
Missing one attribute point on 60 level
