I found this key in one of the camp, but the jail was empty. Is supposed to be some thrall insider is it random or is a glitch I found?

Word is they spawn at different locations but a limited number of prisoner’s so you have to remove from one location to cause new spawning some where else. The place close to me has yet to have a prisoner I have 3 keys. My wife found location that she believes has prisoner’s going to hit it tonight good luck. @liquidand

yeah, the cage thing is very unbalanced as far as keys to prisoners. I had a chess full of keys, about 450, that I would get running the map, because never had cages with thralls. At least let me dismantle them for hardened steel or alchemist base.
