you get armor pieces by killing the NPC, does it have a chance to drop the recipe itself?

I think one of the surges have the chance and when they fix the delving bench bug you want to delve the armor

His faction is Relic Hunters, so West Surge.

Yes she can drop the recipe - only ever seen it once though, so it’s very rare
I can’t deny or confirm if Khanye or the recipe itself is obtainable from any specific tier of the west.
I just read about the npc and saw that their faction comes from a West Surge, so if they or the recipe drops it would be from that surge.
Definitely requires some testing.

Khayne is not from a surge, she is found at Bastard’s Stand in a tent at the forest end (not a guaranteed spawn, but quite common - tent is by where you get the stygian invader armour book). Here is the recipe dropping when I killed her a few days ago:
