In the patch notes it states " Fixed collision to prevent building base at deserter’s Gutter tubes. Does this mean that we can no longer build in these areas? Or you fixed collision to be buildable?

so you can no longer build there. Put the sentence into two pieces to make it easy.
It is basicly almost the same as the mentioned ‘patched places up that you shouldn’t be able to get to or build on’ change, only you can still get there.

It may be that it gives a certain advantage eg. Creatures can’t reach you.
I’m not sure, just don’t worry too much about it, it’s for the better
