You can put Steam in offline mode and still launch Conan through Steam. You would obviously only be able to play in single player mode though. You would also want to make sure you set the Steam update options for Conan to ‘only update on launch’ so you could still bring Steam online to play other games.
I still get the following message when loading steam in offline mode;
“Failed to login
Please restart or try again later”
and thus setting to “only update on launch” means I wouldn’t be able to play Conan Exiles.
You can log in to steam THEN change to offline mode, but can’t just disable your network adapter and then log in to steam for immediate offline mode, which again defeats the purpose.
As for Jimbo, you clearly haven’t read about the upcoming 3.0 update.
We need the option to “opt in” to a specific version to avoid this because if a workshop mod updates it will trigger Conan Exiles to update and there is no way to disable workshop mods while keeping the workshop mod in your Conan Exiles (For example unsubscribing - which removes the mod)
I’m assuming if I copy all the .pak files from SteamLibrary\steamapps\workshop\content\440900 to the ConanSandbox\Mods folder then unsubscribe from mods in the workshop then this will be a solution?
3.0 isn’t even out yet. If your game isn’t working currently, that is not your problem.
If you’re doing this as a preemptive measure to intentionally not play up to date, I don’t understand why you’d want to play a worse, outdated version on purpose.

The game is very much working on the current latest version, and I intend to NOT get the 3.0 update until I’m sure that all mods will be working. It’s perfectly reasonable to want to do this since it could be months of not being able to play the game with our current mod lists when 3.0 launches while waiting for mods to update.
Naw, I think you misunderstood me. First set Steam to only update Conan when launched (this is a ‘per game’ setting). That way when your Steam IS online and you are playing other games, it won’t update Conan. Second, when you are ready to play Conan, put Steam into offline mode (no changes to your network adapter required but you can unplug it if you prefer). Launch Conan and when you get to the Conan menu it will say: failed to connect to live services, retry or play offline. You can then play choose to Conan offline (single player only). I’ll admit, I’m tired and probably missed something; but more likely you’re just writing from a place of incoherence and rage, given your completely unbased tangent.
You never once mention in your main post that your game works; in fact you clarify that it currently crashes when you attempt to do what you’re trying accomplish.
Yes, clearly I’m here to troll. I was just trolling when I wrote an entire megathread on 3.0, and started a youtube channel to cover it.

See, this is the context you missed in your OP. I would recommend you edit your post to include these details, instead of going on the warpath because people can’t read your mind.
I can understand now why you would want to avoid this, however as a counterpoint, I would consider this an invitation to try this major change to this game unmodded for a time. Take in and appreciate the new content coming, and the hard work the devs put in.

As previously stated the solution is to move .pak files from Workshop Content folder to ConanSandbox\Mods folder
Opting for replacing the modlist.txt from
SteamLibrary\steamapps\workshop\content\440900
to
SteamLibrary\steamapps\common\Conan Exiles\ConanSandbox\Mods/ ← ensure this last one is /
(Mods then show as explorer not steam files in the Funcom Launcher and will retain load order)
for each of the mods then unsubscribing from the mods in the workshop to ensure they don’t trigger a game update if a mod updates as mentioned by many on google alongside setting the game to only update when launched and only launching in offline mode.
