Legendary armor repair kits drop in the unnamed city by boss creatures and seekers. There are some chests in the unnamed city that have them as well.
I don’t know of anyone that can craft them.

Logically viewpoint: Purge armorers should be able to craft them, as purge blacksmiths are able to craft the legendary weapon kit:
