Is there ever anyone in the cages here? I’ve been farming it for days on a very low-pop official, have a ton of keys but there has never been anyone in there.

Prisoner cage mechanics are a bit unique compared to usual enemy or chest respawns.
There isn’t a respawn timer on each cage, rather the game starts adding thralls to random cages across the entire map every 10 seconds until it reaches a certain target percentage (50% in Exiled Lands, 33% on Isle of Siptah).
When a cage is opened, instead of a respawn timer, it gets a 15 minute cooldown timer that blocks the prisoner distribution system from adding a new prisoner to that cage.
So, if the cages at the Leyshrine of the Fiends weren’t selected during the initial prisoner distribution, they won’t ever get any prisoners until ones in other cages elsewhere on the map are released. Additionally, if you rescue from them, they will likely never get more until you rescue more prisoners elsewhere again.
It being a low-pop server actually makes the situation worse, because the game won’t be distributing prisoners if no one is rescuing any.
