In the distant the lighting is extremely bright on the cliffs at night compared to near and surrounding landscape, like a giant spot light is shining on it.
Please provide a step-by-step process of how the bug can be reproduced. The more details you provide us with the easier it will be for us to find and fix the bug:

Iam not sure if its lighting from light source Wich have too high value, There is also contrast cus sandstorm coming/ending, for me it looks like in distance is used ambient light Wich u have in engine, i have this issue ie in sinkhole, coming from aréna entrance near to me is dark, but more far away is that ambient light,/even while in that cave/ Wich cause similar contrast, ill post screenshot when i get on pc, probably in options some filters are set at lower distance cus performance
Yes this is a modded server. not everyone on the server has this issue, so far only a handful of us, and its not everywhere on the map that this happens

I found what was causing it, it was a modded placable.
It looks like this all the time, sand storm just happend to be passing when i took screen-shot
I could try taking some lights down around and see if its a torch doing it, but wasnt like that untill recently
Also its only like this in this area, i can go else where and its just fine.
