Minion Population Control not working

So for my server Ive always thought I had Thrall cap on. Turns out i didn’t because I never had Minion Population Control clicked. Realized through Pippi some clans were reaching like 300 thralls so i turned it on and set it to scan every 5 minutes for cleanup. Did a restart and now its not cleaning up the thralls. Am i missing something here?

I have personally tested on TestLive and it is working properly. So even if it is not working now on Live, it will work once the patch hits. Just to get a better understanding, what are your exact settings for: Base/PerPlayer/CleanUpInterval and are they properly saved in the ServerSettings.ini?
