Mode shift doesn't work (Steam controller configuration) and probabbly action layers and sets too

I recently downloaded a mod (https://steamcommunity.com/sharedfiles/filedetails/?id=1639336393) that adds a few extra and MUCH NEEDED extra shortcutbars, than you can cycle with F9 and F10.

But since I play on controller, I thought I will use steam’s mode shift so that when I’m holding the LB button (shortcutbar caroussel thingy), the behavior of the pad UP and DOWN buttons changes to F9 and F10, but so far no dice. And I know for a fact it’s the game’s fault, because I use virtually the exact same configuration in Dragon’s Dogma, only with the RB button instead of LB and it works fine there.

I’m using a 360 controller.
