More Purge Thralls Staying After Purge Ends

Bug Description:

OK, more purge thralls are staying after the purge now. After running a few level 10 purges, we’ve a collection of purge thralls outside our base that will stay until server restarts (they do nothing, aggro nothing). They are from cages that would not open but clearly had a thrall inside - “it is empty”.

Bug Reproduction:

Run a purge, discover cages that will not open. Wait for purge camp to clear.

I have noticed this happens consistently whenever the Golems explode anywhere near the cages. and they sure seem to like pathing through the camp and near the cages.

Verified. After a number of purges, this is def the problem.
