Nope, it’s one and the same, they build the xbox version of the game on pc too 
That is true, however there are people who use information from the devkit and other sources to constantly update easily accessible sources like the Conan Exiles Wiki page. You can find that and many other useful information there, even if all of it is not entirely up to date yet since 3.0
